Nasir Kurji, P. Eng.
Mr. Kurji's 20 years' experience in design, engineering and management in the municipal, transportation and civil infrastructure project sectors includes conventional tender, design-build, alliance and P3 (DBFO) projects. He has particular expertise in the delivery of alliance projects which emphasize enhanced relationships between the client, consultants and construction contractor to achieve project objectives. Mr. Kurji joins the CJI team as Deputy Program Manager for the Roberts Bank Rail Corridor Program.
Ian Wardley, M.A. Economics
Mr. Wardley is an economist and project manager with experience in major project implementation, including both traditional P3 projects. Recent CJI projects include parking management plans for Simon Fraser University and the University of Calgary. Mr. Wardley's experience as a project facilitator in the development and business analysis of major public projects includes the Golden Ears Bridge Project and Vancouver's Millennium Line rapid transit project. He has also consulted for the Washington DC Metro Area Transit Authority and the Department of Public Safety in Austin, Texas.
Richard Ciceri, P. Eng.
Mr. Ciceri has over 35 years of infrastructure management experience and has planned, supervised and managed projects involving the development and implementation of management processes (manual and computerized) for roads, vehicles, mobile equipment, ferries, utilities, buildings, airports and parks. Mr. Ciceri has worked with all levels of government in Canada as well as for state and municipal governments in the United States and other federal governments overseas.
Klaus Biebach, P. Eng.
Mr. Biebach specializes in providing construction management services, participating in Design-Build proposals and resolving construction disputes. He has over 35 years experience in Europe, the Middle East and Canada for major bridge and infrastructure projects. Recent experience includes project delivery studies for the Port Mann Bridge Widening and 200th Street Interchange, Langley; Due Diligence and RFP Evaluation for the Construction Team in the Sea-to-Sky Highway Improvement Project; Construction Advisor in the Evaluation Team for the GEB Project and Pitt River Design-Build Project.
Roger Adams
Roger Adams has over 30 years of experience in Quality Assurance and Quality Control activities in North America and Asia. Mr. Adams has a proven track record in providing Quality Management Consulting services on major transportation projects. Significant transportation projects include: the Sea to Sky Highway Improvement Project, Integrated Quality Management System; Monorail Malaysia Technology, Development & Implementation of System-Wide QA Plans; Rapid Transit Project 2000 Ltd., Development & Implementation of Mark II Vehicle QA Plan; Walter Construction Canada Ltd., perform third party Design Control Audits; Bombardier Transportation Inc., Development of Quality System.
Tania Stracuzza
Ms Stracuzza is a professional Project Planning and Controls specialist whose experience encompasses a variety of industries, including construction, engineering, aerospace and high technology environments. In her over 15 years of experience, Ms Stracuzza has been involved in the development and implementation of project control infrastructure with companies that rely on project planning and monitoring systems to deliver projects and products on time and on budget. Ms Stracuzza's recent experience includes working with owners, contractors, engineers and all levels of team members to develop and implement multi-project schedules and cost controls to help deliver large projects on time and under-budget.
David Collings
David Collings is a project coordinator with a background ranging from international education marketing to wildlife research. Speaking both French and Spanish, and with a background in business management, David has represented owners on various transportation infrastructure projects. He has assisted TransLink on both the Millennium SkyTrain Line and the Golden Ears Bridge Project and is currently the liaison between the City of Port Coquitlam and the Technical Management Team for the Coast Meridian Overpass Project.
