Robin Johnston, P. Eng.

Robin JohnstonRobin Johnston has 30 years' experience managing complex major infrastructure projects, helping both public and private sectors to meet their infrastructure development goals. Mr. Johnston specializes in the delivery of  Public Private Partnership (P3) projects, through his organizational and management skills and the application of his broad technical background. Mr. Johnston has expertise in identifying and allocating project risks, contributing to business model options assessment through risk evaluation, and structuring and developing practical contract terms and conditions.

Mr. Johnston is currently the Technical Manager for TransLink's $600M Golden Ears Bridge P3 project, and has advised on P3 projects across Canada and internationally. In 1996, his technical team was retained by the New Brunswick Department of Transportation to develop the $650M Fredericton-Moncton Toll Highway. Upon award of the concession, he was retained as the independent agent to lead the owner's team for the four-year design/construct phase and into the initial period of operation and maintenance.

As technical leader of the Owner's team, Mr. Johnston developed the technical design/build process and delivered the first two D/B highway projects in British Columbia. He is currently the Technical Manager of the Coast Meridian Overpass D/B project in Port Coquitlam and Program Manager of the Roberts Bank Rail Corridor Program in Metro Vancouver.

Career History

Mr. Johnston has comprehensive knowledge of turnkey infrastructure delivery. His many technical management roles have required integrated teaming with financial, legal and process professionals to develop the business case, structure the appropriate legal framework, and implement effective due diligence mechanisms. He has developed technical proposal evaluation, contract negotiation and project implementation processes, as well as specific project requirements. Mr. Johnston has participated on project advisory panels and peer review committees in support of implementation teams.

Robin is noted for his interpersonal strengths, his expertise in team building and project planning, and his ability to recognize and understand client needs and respond with appropriate services.
