John Collings, P. Eng.
John Collings is a leading technical authority in the planning
and delivery of transportation facilities. Specializing in
transportation management, strategic planning and design, Mr.
Collings acts as technical consultant and manager to owners,
developers and contractors on many key transportation projects in
Canada and overseas. He has wide experience with the scoping and
feasibility of major highway and rapid transit projects, as well as
the set-up of different project procurement methods including
public-private partnerships.

Career History
Mr. Collings brings over 30 years of rich and varied experience to his assignments. His experience includes 20 years of divisional and regional management with Delcan Corporation, one of Canada's major consulting companies. He was Chief Highway Engineer from 1980 to 1989, managing and directing many of the company's major transportation projects. Between 1986 and 1994, he was Regional Director of Delcan's Pacific Region, and Director of APCOA (now Standard Parking). This brought him extensive experience with alternative procurement and contracting techniques. Between 1994 and 1999, he was Vice President of the Transportation Division, responsible for technical and financial aspects of the company's transportation business.
As a principal partner with CJI since 1999, Mr. Collings consults to senior management on project scoping, development and procurement. He interfaces with owners, stakeholders and specialist consultants to establish technical feasibility, to identify risks and to manage delivery of both publicly and privately financed transportation projects. He provides strategic and innovative thinking with the ability to achieve service and financial goals.
Mr. Collings has developed particular expertise in contemporary approaches to design and construction activities. He is a long-standing member of the Design and Construction Management Committees of the US Transportation Research Board. He advises owners in the scoping of transportation initiatives and the safe design of transportation facilities. With his extensive experiences and expertise in the transportation sector, Mr. Collings has undertaken the roles of director and chair of a number of organizations and has served on advisory and technical committees of national boards.
